Spiritually speaking: Why can men show their nipples in public, but not women (in most places) -- seriously?

Cause women don't drool all over themselves when they see a bare chested man but men drool all over themselves when they see a bare chested women and some of those men can't seem to control their hormones and would be hitting all over those women and one might just be thinking more. Men are animals and can be pigs.
